It can be run solo if your character is 90 above. If your character is lower, it is still possible with a really good geared character. When running solo, you can simply sun round and kill everything without worrying about tactics, just get in and nuke the boss.

At least one raid member in your raid group needs to have killed Lich King on whatever difficulty you want to attempt hardmodes in (10 or 25). As long as you have that one person, the other 24 can be 0/12 normal ICC cleared and still take part in hardmodes.
