Volgin is impenetrable when he is electrified. If Snake is holding a weapon the bolts are more likely to hit him. The best method is to bait Volgin by equipping a weapon, then quickly unequip it and run or dive from his attack. After an attack he will be temporarily vulnerable, so quickly blast him.
Why is volgin on fire?
Due to meeting his defeat at the hands of Naked Snake, Volgin’s desire for vengeance grew so much that it kept his comatose body alive; essentially acting as the fuel and drive behind his relentless pursuits as the “Man on Fire”.

Quicker way to beat him: Dodge his attacks until you get an opening. Shoot him in the back with the Mk22, then do a tactical reload while running in a small circle. Repeat.
