What is a VAF application?
The Voluntary Appeal File (VAF) process permits applicants to request the NICS maintain information about themselves in the VAF to prevent future erroneous denials or extended delays of a firearm transfer.
How do I apply for VAF?
Apply Online – You can apply to the VAF online via eVAF. During the application process, you will receive an email with an encrypted link and pin to access your application. You must log in to the application at least every 90 days for it to remain active.
What is ATF Upin?
Unique Personal Identification Number (UPIN): For buyers approved to have information maintained about them in the FBI NICS Voluntary Appeal File, NICS will provide you with a Unique Personal Identification Number, which the buyer should record in Question 9.

You can fill out form 4473 online. The following items must be completed by the buyer: Personal Information (including residence address, place of birth, SSN); Questionnaire about mental and physical health, as well as past violations of the law.
