1. Grind it out for the hat since the boots aren’t really necessary. Then get the rat boots in polaris.
2. Farm krokopatra exalted for the hat than wait on rat boots.
3. Call it quits and just keep questing as dragoon gear is better depending on your set up.
4. Just grind till you get everything.

Does Tartarus have any gear that’s better than what you get at Waterworks? It’s not bad, though you will find a better ring, athame, and amulet (well, maybe not unless you are exceedingly luckly) in Aquila. However, you will get a big gear upgrade in Darkmoor.
